Not expected; rounding up or leaving about 10% in restaurants is appreciated.
Greetings. Men shake hands, often for a while, then touch the hand to the chest, and close friends kiss on the cheeks. Do not offer your hand to a woman unless she does first; a nod with a hand on the heart works. Say "as-salamu alaykum".
Modest dress. Conservative, modest dress is expected for both men and women, especially outside major hotels; women should cover shoulders, arms, and legs.
Ramadan. During Ramadan, avoid eating, drinking, or smoking in public during daylight hours out of respect.
Photography. Never photograph government buildings, checkpoints, or armed personnel; ask permission before photographing people.
Libya is under a Do Not Travel advisory from most Western governments due to armed conflict, militia clashes, kidnapping risk, terrorism, and landmines; there is no organized tourism infrastructure and travel outside a well-planned, escorted trip is extremely risky.
Unofficial checkpoint 'taxes'. Militia members at informal checkpoints may demand cash 'fees' (e.g., a photography tax at ruins like Leptis Magna); these are not legitimate but are often paid to avoid confrontation.
Rigged taxi meters. Some taxi drivers manipulate meters to jump to a much higher fare on arrival; agree a price in advance or use a trusted driver arranged by your hotel.
Online romance/authority scams. Scammers pose as romantic interests or claim local authorities require payment; never send money to anyone met only online.
Women travelers. Women travelers, solo or otherwise, face elevated risk from general insecurity rather than routine harassment; conservative dress and avoiding travel after dark are essential, and professional local guides are strongly recommended.
Criminalized
Same-sex sexual activity is illegal, punishable by up to 5 years in prison, with no anti-discrimination protections; LGBTQ+ travelers face serious legal and safety risks and should not disclose their orientation.

2026-09
Spring (March-May) and autumn (September-November) are best, with mild temperatures for exploring Roman/Greek ruins like Leptis Magna; summer is extremely hot and best avoided. Note: this is currently a Do Not Travel destination for most governments regardless of season.
