Indian citizens need a visa from an embassy or consulate to visit Mexico.
Visa needed from an embassy or consulate
Indian citizens need a Mexican visa, unless they hold a valid, multiple-entry visa from the United States, Canada, Japan, the United Kingdom or a Schengen country, or are permanent residents of one of those countries. With one of these they can enter without a visa as a tourist or unpaid business visitor for up to 180 days; the immigration officer decides at the border.
